摘 要：Using a six-year administrative panel on poor households living in dilapidated houses in a highly deprived minority county in China, this paper estimates the causal effect of an in-situ safe housing program that upgrades dwellings without relocation or changes to tenure security. Exploiting staggered rollout, access to safe housing raises annual per-capita net earned income by 414 yuan (21% of the pretreatment mean), driven by higher agricultural investment and efficiency rather than wages. Mechanisms through which this effect works include improved health and greater complementary consumption. In contrast, the relocation program in the same county shows no income gains.
